Local Context
The issue of mental and health disorders in juvenile justice system connects to Chicago because many children who are arrested each year suffer from mental health disorder. The major problem presented in Illinois is that children with unaddressed mental health disorders enter the juvenile justice system without having their disorders treated. According to an article State's youth prison system violates inmates' rights, “Illinois youth prison system are violating the constitutional rights of inmates by failing to provide adequate mental health care” (Schmadeke, S. 2013). This proves that mental and health disorders are not addressed because the system fails to provide sufficient health care for juvenile offenders. This supports my thesis because the absence of inadequate diagnosis or treatment can relapse back to recidivism because juveniles return to the stigma of their behavior. For this reason, the juvenile justice system fails to provide adequate mental health because the services are understaffed in the prisons, whereas juvenile offenders are spending excessive time in their cells, instead getting of getting treatment.” (Schmadeke, S. 2013). This issue affects juvenile behavior because they are diagnosed with disorders, and the prisons make their condition worse because the system does not offer proper service.
According to Illinois State Bar Association (1998),“ We spend too much time and money on punishment as a main tool to change behavior… the system often locks up troubled youth who have mental, health, education, family, and other substance abusive problems, instead of taking other approaches that work.”The juvenile justice system should find alternatives ways to help trouble youth and provide adequate facilities and programs to identify and treat youth disorders. Mental and health disorders in the juvenile justice system locally affect many people because local juvenile probation department faces problem with youth and their healthcare. In order to think globally and act locally to address this problem many student or individuals can form groups and discuss important factors to situate the issue. For instance, activist in Chicago are involved with the issue because they want to help build an adequate system that provides juvenile treatment for mental and health disorders. Chicago activist address this issue by attending group meetings and discussing solutions within the community such as appropriate funds to build community bases for mental health treatment and services for children with mental disorders.
